Hilario Davide: "Ang federalism ay pagpapatiwakal at pagtalon sa impyerno".
Nagbabala si dating Chief Justice Hilario Davide na makakasama sa bansa ang federalism na isinusulong ng administrasyong Duterte.
Sa pagdinig ng Senado ukol sa Charter Change, sinabi ni Davide na ang federalism ay pagpapatiwakal at pagtalon sa impiyerno.
“A shift to federalism is a lethal experiment, a fatal leap, a plunge to death and a leap to hell,” pahayag ni Davide.
Hindi naman niya ipinaliwanag kung bakit, dahil ang sentro ng pagdinig ay tungkol sa pangangailangan ng pag-amyenda sa Konstitusyon at kung idadaan ito sa Constitutional Convention (Con-Con) o sa Constituent Assembly (Con-Ass).
Agad namang umalma rito ang dumadalo rin sa pagdinig na si dating Senate President Aquilino ‘Nene’ Pimentel Jr., founder ng partidong PDP-Laban at nagsusulong ng federalism.
“Federalism is not a lethal proposal but rather a vital proposal,” din ni Pimentel na matagal nang nagsusulong ng federalism.

Sa kaniyang pag-aaral, mas maibababa sa mga lokal na pamahalaan ang kapangyarihan kung federal ang porma ng pamahalaan.
Samantala, sinabi ni Davide na kung aamyendahan ang Konstitusyon, kailangan itong idaan sa Con-Con kung saan iboboto ang uupo dahil delikado aniya ang Charter Change sa pag-abuso ng mga kongresista.
Gusto rin ni Pimentel ng Con-Con pero magastos kaya naman kung idadaan ito sa Con-Ass, kailangan aniyang maliwanag na matutuloy pa rin ang mga naka-iskedyul na eleksiyon.

Our present form of government has been in place since 1935. It has been in effect for more than 85 years; and what has it done for the PHL? Nothing, Nada. Isn't it time for a change?
ReplyDeleteI wish Davide explained why he said what he said about "being leap to hell." He also said that the delegates to the con con should be elected, but the the congressmen are already elected officials by the electorate. Isn't another election redundant and a waste of money?
The point is to make the new constitution crystal clear so that it cannot be interpreted by any smart lawyer to suit his purpose.
